Could the First Order be collecting pieces of the Death Star in order to reconstruct it?

After watching the first trailer of The Rise of Skywalker, it appears that a large piece of the Death Star is rising up out of the water. I am thinking that it may be rising due to being pulled up by a tractor beam on a massive First Order ship that is orbiting the planet.
How likely is it that the First Order is reconstructing the Death Star, or using pieces of the old one as raw material to build a brand new one?
It appears to me that this is a piece of the original Death Star based on the size of the dish. I think the 2nd Death Star's dish would be a lot bigger.
